Title I

Title I is a federally-funded program through the Every Student Succeeds Act (ESSA). The purpose of the legislation is to provide additional opportunities for students to meet grade-level expectations outlined in the Minnesota Academic Standards.

For a school to qualify for Title I funding, a certain percentage of its students need to be eligible for education benefits. Title I schools are required to write yearly plans to address specific needs. These plans are based on needs identified through a comprehensive needs assessment with input from students, families, staff and members of the community.

Family's Right to Know

Under ESSA, families with a student attending a Title I school have the right to request information about the professional qualifications of their students’ classroom teachers and paraprofessionals.

Families have the right to ask for the following information about each of their students’ teachers:

• Whether the teacher has met state qualification and licensing criteria for the grade levels and subject areas in which the teacher provides instruction
• Whether the teacher is teaching under emergency or other provisional status, through which state qualification or licensing criteria have been waived
• Whether the teacher holds proper certification for the subjects or content they are teaching
• Whether the student receives services from paraprofessionals and, if so, their qualifications.
